Who manufactured this HO 4-6-2?

Group, I just won this item.? The seller (who is knowledgeable about a lot of HO items) labeled this as "Mantua".? I thought not, because of the crossheads.? I just remembered that some of the early Mantua had these "alligator" style ones. I'd like to know the manufacturer.
