If I remember correctly (it's been a couple of years) the internal
programming / voice memory data is kaput, thus the rectangles. I
loaded it fresh from the voice data stored permanently in ROM (which
will survive no battery power) by copying a bank of voices from ROM
into RAM, basically by following the directions on page 19. I don't
think I had to do any kind of reset, or anything else.

Dear George,
Thank you for your help, I did find it on page 19. I have replaced the
internal battery, but I still only get the rectangles in the
display. Am I
correct that the internal programming is gone since the internal battery
died? If that is correct, how did you re-load the programming?
Thanks,
Alan

oops! it's on page 19
The DX21 can be reset to voices copied from it's internal ROM,
instructions here
on page 9.
When I got my DX21 it had nothing but rectangles in the display, and
made no sounds (due to a dead battery), but copying voices from a ROM
back to RAM, and replacing the battery did the trick.
Later on it got intermittent, and I had to resolder the PC board.
Hope this helps.

To anyone who can help.
How can I restore the functionality to my DX 21. It has lost
everything...I mean EVERYTHING.
Thanks
