Yes.? While in RX mode, this meter always functions as an S-meter.
While in TX, the function of it is determined by the rotary switch to the right of the meter.

When I TX the meter moves to left indicating "low" SWR...which is good I think
As long as you have the SWR selected by the METER switch... note that this switch can go intermittent and in TX it may go to zero no matter what... so operate it left and right a couple of times, just in case.

But I'm confused why when i turn the input RF gain knob CW the S-meter moves lower I would have thought the other way around??
Yeah, this can be really confusing... but this meter behavior is normal.? When you rotate the RF Gain pot counterclockwise, the S-meter needle travels toward the higher S readings.? Think of it as a RX sensitivity threshold that you are moving up due to lower gain.? For example, when you set the RF Gain so the meter shows S7,signals below S7 will not be measured.? Only signals stronger than S7 will cause the meter deflection toward higher S numbers.?

its near the front panel and there is standoff from bottom PCB that has nothing secured to it?

Perhaps the previous owner (SK) had a filter board in there and removed it but are jumpers or something...I'm investigating but is that barking up wrong tree?
what is your rig's serial number?? I have two rigs, I can check for this plug on the one that has SN close to yours.
