He sent me a picture of the radio definitely not locked and on the default frequency from a reset. I did a reset on mine to compare and it matches except I have full control.

His radio is probably locked. Ask him if there is an icon of a lock on the screen. He can press and hold the 6 key to unlock. What is locked can be changed in the menu settings. He should look in
