Per the manual (on the Yaesu website), the rotary encoder is normally a
volume control. Press one of the side buttons and the encoder allows
squelch adjustment.

There is not an easier radio to program manually than the FT-60. You can do everything from the keyboard without going into the 'menu' system. All you need is the function key and the 1, 2, and 4
