Battery needs charging or replaced. Cannot transmit when plugged in to wall wart.?

FYI if it helps: the repeater receive frequency is 147.120. The offset frequency is 147.720. These things were programmed into the used radio I bought so if it's a sudden programming error, I didn't do it! LOL
