My suggestion is to find an Elmer locally. ?Can’t be that difficult to find. ?I’m also wondering if Scott is a licensed ham?????

I would still try a full reset, then tune through the weather radio frequencies. (long press of 1 on the keypad to switch to that frequency range, and turn the clicky knob)

Even quiet repeaters send their IDs in some form. If Scott hears no periodic IDs from his nearby repeaters, something isn’t right.

Nets won’t help Scott if he can’t hear them and that seems to be the matter at hand. Same with the fair idea of trying to key a repeater.
?
Anyone have a spare, known-good FT-60R they’ll send to Scott, just to get him on the air? Sure it’s a wild idea but it would tell us something. Scott do you want to send your HT to someone you trust for testing/programming?

My guess is that you have just discovered most repeaters don't have a lot of activity.
