I've bought Tenergy Li-ion cells and measured their capacity to be close to the claimed capacity.? I've had reasonable success with EBL NiMh cells, but the AAAs I bought were far short of their capacity claims at medium discharge rates.? It's hard to dispute the NiMH capacity claims because the manufacturer does not associate a discharge rate with the claims, and the capacity is very dependent on the rate.? For Li-ion and LiFePO4, the capacity is not so rate-dependent.? I suggest you buy a set, measure the capacity, and return to seller if you find that the capacity is far short of the claim.
