Can't get FT 60R to scan all 5 bands

As per instructions I started in VFO>Band>P>All> waited for
the P to stop flashing, pushed up arrow & then tried down arrow,
same thing, it will not scan all 5 bands. Only one at a time. Do I need
to do any thing after the flashing P is set to ALL?
