That's not really how the radio works. The big current draw item is the power transmit section. If there is enough juice in the battery to transmit, then there is enough juice to modulate.

One simple thing to check is whether the FT-60 battery is charged. If the battery is down, you might be able to transmit enough signal to pop squelch on the repeater, and certainly be received on a scanner within arms-reach, but not able to muster enough signal to get audio through to the repeater.
