Don't call me and scream at me ... But - ESPECIALLY with Windows - are you re-booting your machine between every "change" that you are making?
Is the radio bad? Not sure. Are you the original owner? Then there is a 99.999% chance that the radio if perfect. Someone else mess with it - or sloppily "modded" it? Then there might be a problem.
I believe you wrote that the cable worked on another Yaesu HT without problem ... If I were you, I'd un-install the FT-60 program, ro-boot, re-download and re-install, and start all over again.
