Personally, I "lock up" very few - if any - repeaters with CTCSS. I leave 'em ALL "open tone" on receive. Hasn't been a problem the past 15+ years.

It also prevents keying up on another's conversation if their repeater happens to also be in range.

For localized events, I'll "lock up" a simplex frequency at low power with CTCSS or DCS both on TX and RX. But for general use? Think of keeping ip "open."
