I was comparing the voltage at the output of the DR5000 with the output of the DR5033 at the connection points on the units, not taken from a point on the track. They should be similar if both power supplies are set at 19V?

Not sure you will get a reliable measurement from a multimeter off the track because there will be DCC data modulating it?
