I wonder if attaching a rope to the end would help. That way one person could stretch and the second person hold the tension with the rope while the person stretching can recover for a short time. Then put the last end loop on at 3.5 turns and use a pipe tool with a diagonal cut at the end as a "spoon" to get the last wrap on. That tool would work similar to the tire spoons used on motorcycle tires.
Just a thought because it took all my strength and stamina to just get the old bungees back on. It has taken me three days to recover from that ordeal (no lie). The old ones at 4.5 turns are too soft but are tighter than the new ones at 3.5 turns. I don't think I could have done it myself even in my younger days.
