Bike is overloaded and or your fork oil has broken down.? ?Change the fork oil and put new springs in.

I have a 2000 W650 and the bike has developed a speed wobble around 35-45mph in 3rd or 4th gear when I let go of the handlebars.? I don't usually ride without my hands off the bars but I discovered this a while ago when I loosen my grip.? I've since changed tires, rebalanced the front tire, loosened up all the bolts and axle on the front forks to reset the alignment but to no avail.? Curious to see if you guys can think of anything that ay be causing this?
