I renewed the fork innards last March and had the same problem.
In fact one side had no nylon sleeve!? So - I cut one from a
detergent bottle that had the same (very close) thickness. No
problem. The sleeve really only helps to slide in the fork tube
into the headstock? and avoid any scratching the tube when
refitting as well as providing some protection to the tube at the
in the headstock joint. Probably why it is no longer available or
needed.

up, and come to find out you cannot buy just the nylon
