Thank you, I appreciate your comments.

When I reviewed the proposed bill, it appears to me that there is a potential issue that could be a sticking point, and in my opinion, justifiably so.

The Bill makes reference to "any amateur station antenna...".

We lived in a newly developed HOA community in Florida for eight years. I don't recall any restrictions on antennas, as I wasn't involved with Ham Radio at the time.

The community had about 125 private homes, typically 3,600 sq ft, single story construction with a two car garage, screened pool, hot tub and lanai. All of this was squeezed onto a 1/3 acre lot, leaving barely enough room for a bit of lawn, requiring privacy fences for each lot.

Even now, being involved in amateur radio, I would have a serious issue with a neighbor that wanted to put up a tower for a stacked Yagi array, in those conditions.

In my opinion, one of the several reasons we were successful in our efforts with the TL POA is that we determined what we needed to do and that it could be accomplished with wire antennas, which is why we proposed relief on restrictions for wire antennas and felt the existing structural antenna restrictions were reasonable.

As noted, the HOA relieved all restrictions on amateur radio antennas, which was more than we asked for or was needed.

I just hope we don't get a rich Ham in TL that wants to compete with K3LR!? hi hi

I've never been a strong proponent of legal/political maneuvering.? Instead, I prefer getting together with those involved, define our problem and figure out a solution that works for everybody.

Must be the engineer in me.

To my knowledge, the only Home Owner Associations within Clearfield County are Treasure Lake HOA and Glendale Year Round POA.? But that doesn't mean some developer isn't planning something new right now!? Stand behind the ARRL in efforts like this and show your support with your ARRL membership.??

Homeowner association rules often prevent Amateur Radio operators from installing antennas at their homes even though amateur radio has proven to be essential in emergencies and natural disasters such as hurricanes when other means of communication fail.

"Mississippians should have access to every possible means of warning for natural disasters, including amateur radio operators. In an emergency, those warnings can mean the difference between life and death," Senator Wicker said. "The Amateur Radio Emergency Preparedness Act would remove unnecessary roadblocks that could help

keep communities safe during emergencies like tornadoes, hurricanes, and fires."

"When disaster strikes, amateur radio operators provide vital, often life-saving information, which shouldn't be hindered by prohibitive rules or confusing approval processes. The Amateur Radio Emergency Preparedness Act of 2025 (H.R. 1094 and S. 459) would require homeowner associations to accommodate the needs of FCC-licensed Amateur Radio operators by prohibiting the enforcement of private land use restrictions that ban, prevent, or require the approval of the installation or use of amateur radio station antennas. Homeowner associations have often prevented installation and use of such antennas through private land use restrictions. This has hindered voluntary training for emergency situations and blocked access to necessary communications when disaster strikes.

Among other provisions, this legislation would:

* Prohibit homeowner association rules that would prevent or ban amateur radio antennas

* Specify an approval process for installing amateur radio antennas

?

* Provide a Federal private right of action to amateur radio operators in disputed cases

Legislation Will Increase Communication Options During Natural Disasters

WASHINGTON - U.S. Senators Roger Wicker, R-Miss., and Richard Blumenthal, D-Conn., and Representatives August Pfluger, R-Tex., and Joe Courtney, D-Conn. announced their joint re-introduction of legislation in the Senate and House to restore the right to amateur radio operators to install the antennas necessary to serve their communities.

?

Homeowner association rules often prevent Amateur Radio operators from installing antennas at their homes even though amateur radio has proven to be essential in emergencies and natural disasters such as hurricanes when other means of communication fail.

?

"Mississippians should have access to every possible means of warning for natural disasters, including amateur radio operators. In an emergency, those warnings can mean the difference between life and death," Senator Wicker said. "The Amateur Radio Emergency Preparedness Act would remove unnecessary roadblocks that could help

keep communities safe during emergencies like tornadoes, hurricanes, and fires."

"When disaster strikes, amateur radio operators provide vital, often life-saving information, which shouldn't be hindered by prohibitive rules or confusing approval processes. The Amateur Radio Emergency Preparedness Act eliminates obstacles for ham radio enthusiasts, allowing them to continue their communications and serve their communities in the face of emergencies," said Senator Blumenthal.

"Natural disasters and other emergency situations that hinder our regular lines of communication are unfortunately unavoidable, which is why we must bolster our emergency preparedness by removing the barriers amateur radio operators often run into when installing antennas. Amateur radio plays a vital role in public safety by delivering critical information to people at all times. My district is home to dozens of amateur radio operators ready to volunteer in the event of an emergency, and I am proud to lead this legislation," said Congressman August Pfluger.

"As we know from recent natural disasters, amateur radio operators in Connecticut can be a critical component of disaster response and emergency management. It is in our communities' best interest that we give them the capabilities to operate at the highest level, and with the re-introduction of this bill, we've taken a strong step in that direction," said Congressman Courtney.

Background:

The Amateur Radio Emergency Preparedness Act of 2025 (H.R. 1094 and S. 459) would require homeowner associations to accommodate the needs of FCC-licensed Amateur Radio operators by prohibiting the enforcement of private land use restrictions that ban, prevent, or require the approval of the installation or use of amateur radio station antennas. Dayton Hamvention Information

 

Are you interested in attending the Dayton Hamvention?? What is it, you ask?? Why, it's?only the single largest gathering of amateur radio operators in the entire world!? The Dayton Hamvention is the American Radio Relay Leauge's?national convention with over 35,000 people in attendance last year!? That's like taking the entire population of DuBois.? And having them bring along every man, woman and child within a 10 mile radius just to get the same number of people who attend this absolutely huge amateur radio event!?

Radio Night - Thursday February 13th

 


Everyone-

At the January CCARC meeting it was decided that we would?hold monthly Radio Night events at the Clearfield County EMA amateur radio station in the EMA building.? As discussed, they are to be held on the 2nd Thursday of each month which would put the first one on Thursday February 13th starting at 7 PM.??

This is an opportunity for all of us to become more familiar?with the equipment at the EMA center as well as giving it a routine dusting off so we know it's ready for use if/when requested by the county.? If you have a Technician Class license, or no license at all, you too can try out the amateur radio bands under the supervision of a licensed?radio amateur.? The supervising?amateur will?need to be General Class or higher if you want to try the HF bands.? And besides, it's always fun to twist knobs on some nice radio gear!

So please plan to join us... Thursday February 13th and the 2nd Thursday of each month going forward.? 7PM at the Clearfield County EMA in the Amateur Radio Room.??

?That radio is a great radio, but I would also recommend the TYTUV380 and I know where you can get those for around $89 as well. In my opinion, I think it¡¯s a better radio than the 1701 but either one of those are good choices for a beginner handheld. You put the open GD77 firmware on it and it works great. I used the UV 380 all the time. It will also work on GMRS as well. It¡¯s a little more money, but if you want a hotspot that does everything and it¡¯s very easy to set up. I recommend the open spot.4 pro. ?That is the main hotspot that Scott is running Tim in 3PUL. Also has one and I have one and know a lot of people that have them and they just work. The only problem with the other hotspots is if you get a power surge, it can corrupt the SD card and then you have to reformat it And reload the software on it. I know Tim is having that problem right now with his Skybridge.?
