Urgent Action Needed on FCC Docket 24-240
2
Hi everyone. Well big business is at it again, and we need to band together and tell the FCC that the proposed RM-11989 Docket 24-240 is another band frequency grab by a licensee (remember 220-222 Mhz?) that has not done anything but extend construction periods over the last 24 years, but now the want to kick the secondary users off and instead of sticking with their 1 big slice of the 900 mhz, the want the 2 sections of the band they haven't used, but amateur radio operators use for repeater inputs and outputs, requesting that all other secondary users move out of spectrum that has been allocated by the ITU at WARC-1979 and in use by amateurs since 1985, because they bought the spectrum license in 2000. Spread the word, there's a network of over 16 linked repeaters on New England alone (NEAR900 Network) and hundreds of 900 mhz repeaters in Amateur use around the country. We have to act quickly on this, Comments have to be received by September 5th, 2024 and Replies to Comments by September 20th, 2024. Attached is the PDF of the Docket. 73 Matt NA1Q PUBLIC NOTICE Federal Communications Commission 45 L Street, NE Washington, D.C. 20554 News Media Information 202 / 418-0500 Internet: https://www.fcc.gov TTY: 1-888-835-5322 DA 24-776 Released: August 6, 2024 WIRELESS TELECOMMUNICATIONS BUREAU AND OFFICE OF ENGINEERING AND TECHNOLOGY SEEK COMMENT ON NEXTNAV PETITION FOR RULEMAKING WT Docket No. 24-240 RM-11989 Comments Due: September 5, 2024 Reply Comments Due: September 20, 2024 NextNav Inc. (NextNav) filed a petition for rulemaking requesting that the Commission initiate a proceeding to reconfigure the 902-928 MHz band (Lower 900 MHz Band) and adopt new rules to enable the deployment of a 5G terrestrial positioning, navigation, and timing (PNT) network that ¡°complements and backs up¡± the U.S. Global Positioning System (GPS).1 By this Public Notice, the Wireless Telecommunications Bureau (WTB) and the Office of Engineering and Technology (OET) jointly seek comment on NextNav¡¯s Petition. Background. In 1995, the Commission established the Location and Monitoring Service (LMS) in the 902-928 MHz band, defining two types of LMS systems: multilateration LMS (M-LMS) and non- multilateration LMS (non-M-LMS), that share the band with a variety of other users under a hierarchy of spectrum usage rights.2 The Lower 900 MHz Band is divided into sub-bands: two for use by M-LMS, two for non-M-LMS, and one for both types of LMS systems shared on a co-equal basis.3 The band is used for a diverse range of operations, both federal and non-federal, and is allocated on a primary basis to both federal radiolocation systems and industrial, scientific, and medical (ISM) equipment.4 Federal fixed __________ 1 NextNav Petition for Rulemaking, Enabling Next-Generation Terrestrial Positioning, Navigation, and Timing and 5G: A Plan for the Lower 900 MHz Band (902-928 MHz) at i (filed Apr. 16, 2024). Dortch, Secretary, FCC (filed June 7, 2024) (jointly referred to as ¡°Petition¡±). 2 See generally Amendment of Part 90 of the Commission¡¯s Rules to Adopt Regulations for Automatic Vehicle Monitoring Systems, PR Docket No. 93-61, Report and Order, 10 FCC Rcd 4695 (1995). Ok, just thinking we have our club's 75th anniversary coming up in 2028, yes I know it's over 3 years and a few months away, but we should probably get a committee together to do maybe a few Special Event QSL cards and Special Event operations, maybe even for 2028 use W1DDD/75 for the 2028? Just tossing ideas around. BTW worked TF5B Iceland on 15m FT8 a few minutes ago -2 signal at my house this morning. 73 Matt NA1Q

Did you ever do a very very stupid thing in Amateur Radio?
2
Well I have. I was playing with Winlink this morning, registered my VARA modem software, and was playing around when I clicked the Update Channel Selection via Radio. I did noy think before I did thus, and you guessed it, it tyook forever to connect and when it did it took almost 35 minutes yo doenload the 16,000+ byte file. I sent an appology to KO2F for tying up his Winlink system on 7.105 for over 35 minutes this morning due to haste and still learning. Oh well, that's the start of my Tuesday, off to dialysis in about 1 hr 15 minutes. 73 Matt NA1Q

CQ WPX results are in
6
I received my log check report from the CQ WPX CW contest this week and see the results are in. My goal was to make 400 QSOs and possibly finish in the top 10 for single operator low power from RI. Up until now I¡¯ve been a casual contester spending perhaps a few hours over a weekend just for fun but gradually got more inspired by the W1DED Contest Crew on You Tube. 437 QSOs with 100 watts to an OCFD at 35 feet. Woohoo! 73, Peter K1AV P.S. Randy K5ZD finished first in the US 1st Call Area; 2nd in North America; and 6th place Worldwide (high power). Congrats!

LOTW Outage

This is just a quick note to the group for those who use LOTW. Currently, the service is unreachable. ARRL has posted on its website that it is trying to recover from a serious incident regarding network access. PRELIMINARY FD RESULTS
7
First of all, thanks to everyone who operated/participated in this years field day! I've gone through the preliminary scoring and this is what I've come up with. Bear in mind this is just the operating totals minus any future bonus points: CW - 925 for 1850 points DIG - 315 for 630 points SSB - 169 for 169 points 6 M - 42 for 84 points TOTAL - 5466 points Just for comparison here are last years points: CW - 1010 for 2020 points DIG - 289 for 578 points SSB - 348 for 348 points TOTAL - 5892 points I believe this years totals are lower for a couple of reasons. Weather was a factor for about three to four hours where we couldn't operate. 10 and 6 meters were virtually non-existent. Tuning for SSB in a couple of bands was tough due to the tri-bander not giving the best SWR after the downpours and the doublet not being able to be tuned for the voice portions of a couple of bands. I tried to use an auto tuner for the doublet, maybe a manual wide range tuner would be better. I don't have the totals for the GOTA station yet. Considering all the down time I think that if we could have operated the entire 24 hours then we would have been on pace to tie or do better than last year. All in all it was a learning experience for me and I hope everyone had a good time.

OPERATOR SIGN UP SHEET
The link for the operator sign up sheet was put out last Tuesday on the groups.io and in the Messenger. So far there are five members signed up to operate. Not exactly the turn out I was expecting. As of today you may sign up for as many two hour blocks as you like. I've attached the sign up sheet below. https://docs.google.com/spreadsheets/d/1A3LQIoSlDnUuzRnZlf93Yl7TCBNxQ3SUwPHW4au0N7k/edit?usp=sharing
