LOTW Outage


 

This is just a quick note to the group for those who use LOTW. Currently, the service is unreachable. ARRL has posted on its website that it is trying to recover from a serious incident regarding network access.

This may sound like a rant, and probably is, but I sort of had to get this out there.

This is from the ARRL letter June 6th, 2024 concerning the cyberattack at the league. Their viewpoint is tell members very little and be vague. From what I can tell, don't expect LOTW anytime in the future because it's a system everyone uses, I wouldn't be surprised if they started to charge extra for using it because they can use the cyberattack as the excuse like the dues increase and charging extra for a printed copy of QST which is the original monthly communication of the league to the members since the league formed. Meanwhile I'm uploading my logs to QRZ and eQSL, because they work.?


 

In a way, LOTW somewhat pays for itself.? Fees to have LOTW credits transferred to be applied to DXCC or WAS ... are a bit pricey.? Of course, if you just want to see how your contacts match up with others, then of course it's free.

I saw a video by a cyber security researcher who described the best practice for dealing with this type of attack.

  1. Bring in outside help familiar attack response and remediation.
  2. Disconnect the network to prevent the attacker from any further access.
  3. Capture forensic data.? Snapshot every system involved to collect data on how the attacker got in and what may have been compromised.
  4. Inform clients and customers of the breach.? There are legal requirements to notify customers and legal obligations based on what you tell them or fail to tell them.? The notifications so far appear to be professional as required by law with a possible exception of their statement around exposing personal information.

    The statement says the ARRL does not collect credit card information or social security numbers.? This reflects industry standard practice so is largely meaningless (only the major CC companies, banks, or government agencies collect this kind of information for liability reasons) .? They go on to say: “Our member database only contains publicly available information like name, address, and call sign along with ARRL specific data like email preferences and membership dates.”

    While it’s true every licensed amateur has the their name and address published in the FCC ULS system which is public, if this information is combined or linked to a phone number or email address, that would constitute “Personal Information”.? The ARRL could have acknowledged the possibility of such personal information being leaked unless they had cleared this possibility based on their forensic analysis.

  5. Finally the task of rebuilding and testing individual systems and services carefully to ensure the attacker is locked out.

Responding to this kind of attack is not a simple matter.? So far the ARRL appears to have brought in competent outside help and is following generally accepted good practice.

Did your contacts load? I just logged into tqsl and mine do not show.?

They really aren’t providing much guidance to us for sure. Personally I’m very disappointed how this whole issue was dealt with by ARRL.?

Hopefully we all will be up and running in the upcoming days and weeks.

My contacts have loaded, and I'm slowly getting back QSLs.

Here is an ARRL URL that gives the status of the LOTW processing queue. There are many records to be processed.
