Did this problem just recently begin? You might try to uninstall Office 2013 and then reinstall to see if that remedies the problem. If that doesn't work, try uninstalling VARA and the reinstalling.

My guess on this is there is some part of Office that got overwritten or clobbered as part of VARA installation. If you have the media to reinstall Office, I would uninstall it and then reinstall it.
