I think I am hearing VARA around 7.100 - 7.102 Mhz , in southeast? U.S. ,but it doesn't decode anything ,why ?

Doesn't look like anybody responded to your question. What is the "TCP Client" you are using? What ever it is, it needs to use localhost (127.0.0.1) tcp port 8300 to communicate with the VARA modem.
