Within VARA HF 2300, there are 16 speed levels. I did some tests using Winlink Express. Higher speed levels are only activated if (1) the quality of the link is sufficient and (2) there is enough data waiting to be transmitted. With a local Winlink RMS on 10m, my VARA levels are varying between 7 (549bps) and 11 (2682bps).
By the way, is a digital net to exercise Winlink once a week.
