Report to the ARRL Volunteer Monitoring Program. I heard Riley Hollingsworth K4ZDH speak less than a week ago. He runs the program and they are the real deal. Reporting interference with the VarAC standard frequency might get some attention. He reported they refer cases to the FCC and those cases get real priority at the FCC. So nothing may end up coming of the effort, but it will take you only a little time to submit a report.

There aren't enough officials to hunt this down, and quite frankly, I imagine this is not a major thing for them. But for us, the VARA TNC sees the traffic as "busy", plus the signals are QRMing legitimate VarAC traffic.

How difficult of a troup movement would it be to change the slots for 10 meters? Yes we are legal and they are not. But the bootleg stuff isn't going away. And with 10 meters being in really good shape right now, the QRM is likely to get worse.
