Certainly later collet holders take ER16s. Look for an eccentric ridge inside the nut - that engages on the collet and pulls it open when you undo it. This stops you having to stuff a bar up the headstock and wallop it with a hammer to get it to release. I have used collets from CTC in China successfully. I have also compared them with RegoFix originals. I can tell they are different (not just in price), but I'm not sure if the differences matter.I have found that buying locally, at higher prices, results in delivery of exactly the same Chinese collets.
