another packet program that will run on Windows 7 64bit?Ultimately I would

UIview installs and runs on all versions of Windows up to 8.1, 32- or 64-bit.
(I presume it also will work on Win 10, but I haven't tested it.) I currently
have it running on two XP machines, one Win7-32 machine, two Win7-64 machines
and three Win 8.1 tablets.
Before you install on newer operating systems, read and heed the info on my
webpage at:

Note especially the considerations for installing in Windows 7 and later, if
you decide to install on one of these OSs.

A wild random guess at a possible cause of your registration problem:
Are you entering your name EXACTLY the same way you submitted it to the UIview
registrars? The "magic number" you receive is based on a hash of your name as
submitted AND your callsign. If you registered with "Robert" and try to enter
"Bob" it will fail. If you registered including you middle initial and then
entered you name without the middle initial during install, it will fail.
