I'm not sure what you mean *Section 2.1, page 22,* clearly states: Blinds are replaced with figures when they are spotted by the enemy or *when the troops they represent open fire.*

I find that blinds help me A) to get troops into action faster and thus speed up the start of the game and B) cause some fog of war because I am unable to remember exactly which blind is which. :-)
