IABSM: Effect of being pinned

Question: Effects of being pinned.
In section 4.3.1 it says a Pinned unit's "fire is calculated as being one range band worse" These ranges are Close, Effective and Long............
however in The Fire Table on the backpage it says in lower right corner... "fire with one column shift to the right."... with columns related to type of cover
Which is correct? thx, Dan
