The total outlay for that equipment, which was all bought on different times and in different places, was around $5,000 not $14,000.
That equipment was bought for a business and used by a business. But none of it is good at measuring Q.

So for me, that Chinese kit does not do what I want, but neither does anything my company owns do what I want.??? Hence my desire to design and make something that works better than the instruments I have.?
