I've just found out several things about International first class mail.
1) it can be expensive
2) you can't usually buy US stamps where you are (wonder why?)
so I'd propose this:
the cost of a 1 ounce (which this is under) US mail envelope is $1.20 USD.
There's no real way to get me that money, so I'm afraid that you're stuck sending me a letter.
If you can send $2.00 USD (all I've got requests from is Canada) in the SASE, I'll take care of the visit to the P.0.
Some of the extra is a bit of compensation for the trip.? Sorry about that, but for some odd reason, the US will not honor Canadian postal stamps.

I would do that, except for one small problem.? I'm using EAGLE 7.x with a hobby style license.? I am specifically prohibited from selling the boards.? Now, if I could guarantee that nobody would make the boards and sell them, that might be fine.
As to the design, it's essentially trival for anyone with another PCB program (other than EAGLE) to use.? For EAGLE, easy enough to make and do, it's the license that's the problem.

For at least the past 5 years I have been creating prototypes of a dual transistor adapter but until about 2 weeks ago I was never satisfied with the results.
I compliment you on the absolute simplicity of your design. I cannot imagine that anyone could make it simpler. My solution looks more like an actual Tek designed adapter.
As you have discovered by now even something as simple as giving away your PC boards for free gets complicated by reality.
I think I can solve this dilemma for you. I propose two possible solutions:
#1 Solution: Make a PDF available of what you designed that anyone else can use as a guide to make their own PCBs. You will not be violating the Eagle license by sharing your schematic and board layout in a PDF since there are no Gerber files involved.
1) Make a copy of the schematic (In Eagle the sequence is: File > Export > Image > Clipboard) and save it in Word (or whatever word processor you use).
2) Next do the same for the board.
3) Save your word processor's document as a PDF so everyone can read it
4) Upload the PDF to the Files section on TekScopes
#2 Solution: Reimburse you from the TekScopes account:
1) For the people who cannot send you a SASE send them two of your boards and keep track of what you spend to do this.
2) After 1 month notify everyone this is their last chance to get your boards
3) Wait another week for the last requests for your boards to arrive then send me the amount you spent on postage and I will reimburse you from donations to the TekScopes account.

I have only one person who has difficulty getting a SASE to me, and that can be solved.? If people from outside the US want boards, then if they email me, we can work something out, one way or another. The people in the US who have wanted boards have been able to send an SASE, so the entire effort has been a bit of cardboard, some blue masking tape, and then putting the result in the mailbox.? It's not a problem.? I don't feel the need to have Tekscopes reimburse me, but I do thank you for the generous offer. Harvey

I just received the boards about a week ago. They're beautiful, and deceptively small, but it was obvious that they fit the 7CT1N on even the most cursory inspection.
Now I'm just waiting on the banana plugs and switch.
