This says what you think as center point is actually one of the ends. Point marked as [9] is center tap and should go to mid point of C1722/C1723. Two ends are [7] and [3]. Measurements should be [9]

What AC voltage do you measure at the two transformer taps of CR1721? One lead of the voltmeter is at center tap, and two measurements to each side of the secondary. No need to disconnect

Hi Mark, I'm reasonably sure the rails are good and the pots are clean and LEVEL pot is relatively smooth. I'm not sure the voltages are what they're supposed to be at the top and bottom ends of R58

You might want to check C1722 for low capacity or high ESR. If you feed the regulator a voltage of 57 volts bulk where it expects 83 volts to put out 65, then the regulator simply can't deliver, and

This is the issue. This voltage definitely needs to be more than 65V and 80+V according to the schematic. Most likely C1723 is bad or the bridge CR1721 lost one of its diodes. Ozan

While another scope will always give you the best answer, you can often get a very quick and useful answer by just switching your DVM from DC to AC. That lets you read the DC part as well as the AC
