I finally repaired it by putting 22 volts into the TL494 circuit.
It turned out C917 was leaking significant amounts of current. Took me a while because I didn't expect ceramic capacitors to fail

Yes a self Cal and external Cal will restore the scope to working condition.
You will need calibrated source equipment to calibrate the 2430A if you want a calibrated scope.

2430A NVRAM Replacement
