RM564B fan - update
Prodding with a meter reveals that the fan is powered from a transformer winding
It’s a ROTRON model.. Possibly stalled somehow and burnt out the windings ?
So, looks like I need another 115V fan

That's way off and of course not adjustable, it's a fundimental failure but sound fixable. First check the 100 MHz is really 100, which can be done from the ref out without opening anything. Then its
