That's right. On the 2246, the pre-regulator 44 VDC needs the inverter circuit to be functioning correctly to get to a stable 44 VDC because of the Q2008 feedback from the inverter FET Q2214 Drain

On the 2230 which uses the same basic design, the preregulator output is fixed. On the 2246, it looks like Q2208 adjusts the preregulator output to keep the same voltage across the switching
