Ensure that the silicon sealer does NOT cure with acetic acid.
Use silicone sealer that cures with alcohol.
If it smells like vinegar do not use it on electronics.

If your scope does not fire up when you have the .01uF cap between the transformer and the NTE539 tripler then the tripler may be blown as your last note implied you tried the tripler
