Can you please confirm that doing a Reset / Factory Reset / USER PRESET 1 will reload the appropriate CVs for the DCC address of the locomotive?
i am very confident that the decoder is NOT locked and the correct values are being written to CV201, CV202, CV203, and CV204 and in the correct order.
