Those caps are access to the centerboard pin. I open them up?every?other year for inspection. I think the?pin, over time, could wear and thin the bottom of the pipe. I alway was careful?when tightening as it seems the pipe is just held by the fiberglass. As I tighten them, I was careful not to twist the pipe.?
I had a small leak last year and when she was on the hard I exposed more of the brass pipe and added some?stiffened?west sys.
Now no leak.

Question...what are those outlets for that have the caps on them?? Any recommendations on solutions...there is a good bit of water pressure behind those caps so short of pulling to address....what have you all done...picture attached for reference....
