Fairport Ohio T27s had a ice box port side, access doors just below and next to the companion way and a door/hatch in the cockpit. Drained to the bilge. Just a wild guess that previous owner tapped into the scupper drain. The ice box just about buried the scupper hose connection and thru Hull.

A lot of changes get made to boats over the years by their owners
and since my experience is with the rare west-coast model I'm
likely to give bad information, so grain of salt... but is it possible
that the engine's water cooling jacket is T'd in to the port side
drain? But that would amount to about *one* gallon of water.
And more likely the engine water is injected in to the exhaust anyawy.
I assume you've looked in the bilge and would have noticed if there
was water in the bilge (which would be likely from rain water getting
in) and then there wasn't water in the bilge any more after that.
But I'm not sure how unclogging the scupper would do that. The
scupper clog would have to some how clog the cracked thru-hull.

I'm at a loss for anything else... so look again and see if there
are signs it was recently wet?
If that does turn out to be the case, obvoiusly new thru-hulls are
on the agenda. The fresh water tank should absolutely not be
connected to the scuppers unless someone had a exceptionally
non-picky rainwater collection system rigged up.
Can you physically inspect the thru-hull fitting on the inside and
outside both (and physically push it different directions)?
Can you see if anything else is connected to the scupper's tube?
