As has been pointed out, VW didn't put that stuff in there just because they had a slow day on their hands...the system has three purposes: to allow expansion space for the fuel, to pass fuel vapors back to the charcoal canister, and to spit fuel up into the filler neck to shut off the nozzle before the tank overflows. To accomplish this when the vehicle is tilted (from side to side for the nozzle, and in both axes for the expansion and venting) the expansion/vent system has connections at all four corners of the tank, and the regurgitation system is connected to both sides of the front.
All of it is necessary and could not be done away with without completely changing the design of the tank itself, probably reducing its capacity greatly.
