In any case, I recall seeing a similar scene when I was in community
college, only with Canadian Geese. Those things were blocking the
perimeter road that was the only way in or out of the campus and didn't
care one whit about car horns.
It was after I had finished with my classes for the day, I came out and
found a traffic jam because of the geese blocking the road.
Eventually somebody got out of their car and touched them, which DID
spook them and made them fly out.
