GENERAL INFORMATION


This position is with the Oregon Parks & Recreation Department, State
Historic Preservation Office
located in Salem, Oregon.

There is one immediate opening. This recruitment will be used to
establish a list of qualified
people.

TO QUALIFY

To receive credit, your application form must clearly show that you
have:


MINIMUM QUALIFICATIONS

- two years of technical- or professional-level experience affording a
knowledge of the methods,
techniques, tools, and materials of historic preservation practice; AND

- a Bachelor's degree in History, Architectural History, Architecture,
Anthropology, Archaeology or
a closely-related field (i.e., cultural geography, historic
preservation, interior architecture,
landscape architecture, or urban or regional planning OR three
additional years of relevant
experience.


- A Master's degree in one of the above areas will substitute for the
required education and
specialized experience.


Preference may be given to candidates who have preservation or other
planning experience,
administering a Certified Local Government program, or have a working
knowledge of Oregon land use
regulations regarding historic properties.

To receive credit for a degree or coursework in a related field, you
must submit a photocopy of your
transcripts.

DUTIES AND RESPONSIBILITIES

The Historic Preservation Planner is responsible for ensuring that
federal requirements for historic
and archeological comprehensive planning are met. Provide technical and
professional expertise in
the field of historic and archeological comprehensive planning. Is the
lead support staff for the
following National Park Service program areas: Comprehensive Planning
(historic and archeological)
and Certified Local Government.

Major duties:

Implements federal requirements for archeological and historical
comprehensive planning -
- Writes historical and archeological planning documents;
- Develops, maintains and revises the Statewide Comprehensive Historic
Preservation Plan;
- Oversees implementation of the Statewide Comprehensive Historic
Preservation Plan;
- Integrates comprehensive planning into local, state, and federal
planning efforts;
- Conducts public meetings on comprehensive planning issues;
- Creates and implements comprehensive planning outreach program for the
public, special interest
groups, agencies, and individuals.

Implements and oversees federally-sponsored Certified Local Government
program -
- Writes procedures, reviews ordinances, recommends changes and provides
application materials and
other technical assistance to local governments;
- Determines eligibility and recommends approval of local government to
participate in program;
- Reviews grant applications for program and monitors program
participants
- Conducts CLG training workshops;
- In consultation with Grants Manager, reviews subgrant applications
from local governments,
individuals and organizations. Assess value/viability of proposed
projects.

Coordinates and implements public relations/education component of SHPO
programs -
- Researches, drafts, edits program promotional materials such as
brochures and newsletters;
- Oversees creation of new outreach activities such as awards programs,
historic preservation
conferences and other educational programs.

General -
- consults with federal, state and local officials and agencies,
preservation commissions, and the
public on regulations, standards and preservation matters.

WORKING CONDITIONS

-works in normal office environment;
- Occasional statewide and regional travel, and public meetings during
and after working hours.

1. Explain how you have gained skill in presenting or receiving
information or explaining positions
to groups or individuals who have varying levels of sophistication.
Have you had experience in
public speaking, including answering questions in public meetings or
testifying at hearings where
the issues are sensitive or the atmosphere hostile? Have you promoted
ideas to naive or skeptical
audiences?


2. The Historic Preservation Planner guides the implementation and
revision of the Statewide
Historic Preservation Plan. Describe your experience and training in
preparing, revising and
implementing planning documents. Does your experience relate to
historic preservation plans?


3. The Historic Preservation Planner is the SHPO's principal staff
liaison with Certified Local
Government partners and other local governments. Describe your
experience in reviewing and
commenting on: development proposals, ordinances, historic context
documents, grant applications,
design guidelines, etc. Describe your experience in assisting a local
government(s) in developing
and/or sustaining a local historic preservation program.


4. The Historic Preservation Planner often fields initial or crisis
calls on a broad range of
historic property issues. How does your training or experience equip
you to research complex
problems, connect inquirers with sources of information, build
consensus, or assist others in
developing solutions.
