Does anyone know whose right of way is shown here? I didn¡¯t explore this area of California much. Amazing colorization of 1940¡¯s video

That's the SP. The SN didn't serve Suisun City. Note the water cranes at 6:12 and 6:36 on the second trip down the main street where the camera is pointing to the left. Too bad the depot is blocked by a street building at about 6:15.
AFAICT, the film cannot be any earlier than 1949. I spotted two vehicles that have possible dates: at 3:16 there is a GMC pick-up which appears to be about 1948+; at 3:20 there is a bullet-grille Ford that was introduced in 1949. The Chrysler that follows the camera is not a good time indicator, as the "egg crate" grille was used from 1946-48. Many of the vehicles are left-overs from the 1930s, which should not be a surprise given Depression economics and wartime suspension of civilian?vehicle production.
I agree that the color is somewhat off. The Flying A gas station sign should have been rendered in red. Still, the general colors are pretty convincing. Lots of dull grays and browns, yet many of the commercial buildings are white.
What struck me on the second pass was the large number of taverns, bars, clubs, saloons, or "drinking establishments" (to use Lucius Beebe's term)?crowded into something like two short blocks. Suisunian livers must have been thoroughly pickled.

Sort of like downtown Pittsburg in the '40's and '50's what with Camp Stoneman.? Bar after bar. I moved here in 1951 as an eight year old.

Tangential note--Bishop O'Dowd high school in Oakland was named in the memory of Bishop James O'Dowd, who was killed after his car was struck by an SP train in that area in 1950. A period news article describes the accident at "the boundary of Fairfield and Suisun" at the "Rio Vista highway" (presumably what eventually became highway 12)--always wondered what exact crossing that would have been. Maybe even the one in the video.?
Here's the text from the article (The Reporter, Feb 10 1950):
Ex-local priest among those killedThe Reverend Father Henry Lande, 53, Catholic priest of Suisun and former pastor in Vacaville and Dixon, was crushed to death and Most Reverend James T. O'Dowd, 42, of San Francisco, died of injuries when the car in which they were riding last Friday afternoon was struck by a freight train on the boundary between Fairfield and Suisun.
Father Lande, who was driving the car, was pinned underneath the steering wheel and died about ten minutes later, Bishop O'Dowd was taken from the wreckage immediately to the Fairfield-Suisun Air Force Base hospital. After he recovered consciousness several hours later, he was reported to have shown improvement. On Saturday noon he was transferred to the St. Mary's hospital in San Francisco where he died late that night.
The two men, together with four other clergymen in a following car, were returning to Fairfield after surveying the ruins of St. Alphonsus church in Suisun which had been destroyed by fire on January 17.
Authorities said the car apparently stopped on the tracks in front of the oncoming freight train at the crossing. Wreckage of the auto was dragged 300 feet and jammed between a Southern Pacific freight car and a flasher signal at the Rio Vista highway crossing.
Father Lande was pastor of St. Mary's Catholic church from March, 1946, until September, 1947, when he became pastor of St. Alphonsus church in Suisun. He was replaced here by Father Michael Garvey.
