Before you paint them, try wiping them down with acetone,
(use a clean cotton rag).
I do this every Spring, they come out like new.
Be sure to wear nitrile gloves to protect your hands.
Once they're clean, wax them to seal the surfaces.
Also works on my rub rail, removes all the oxidation & dirt.
