You need to enable pre-emphasis/deemphasis.? You can do this in the SA818 or in simple USB.? You also need the PLfilter(simpleusb) or thehigh pass filter (SA818) enabled to filter out the CTCSS

Are you starting each command with an asterisk "*"?? (i.e. *70 for status or *355553 for the level check parrot node)
