If you install different cam carriers, then yes, you'll have to re-shim the valve clearances.
If you wish to get real specific about it, you would also need new tappets, unless the new cam carrier came with it's old/original tappets already in place. The tappets and the bores in the cam carrier wear-in together, and are hence forth a matched pair. You shouldn't mix used tappets back-n-forth between bores in one carrier, or between different carriers.
