Each one is tested in stand alone mode and then I flash them with the Pi firmware.? Do the yellow and red leds come on at any time?? You can flash them back to the stand alone mode and plug them into a windows laptop and do a quick winlink session as a test as well.

Have you tried listening to the the radio? How does it sound? You should be able to hear QRM.? Does the radio have an S meter, does it show reception of any signal when you are testing?
Have you tried plugging in a mic and making a contact to test the audio?
