Drew clarified the rules above, and there is certainly a spirit of the contest to make as many legitimate contacts as possible.
Basically, you get a point for every RG you copy. And you get two points for each of "your" RG that someone else copies, not to exceed the number of RGs you have.
So the points are in copying other RGs, assuming you will send all of yours.
So my strategy, is to make contact with another OP and trade one of my RGs for theirs. Then I camp out on that freq and SWL copy the next few exchanges the other OP makes, thus netting an additional 2 RGs per exchange.
Then I QSY and either call CQ or S&P another OP and repeat.
Over the course of the contest, I send all my RGs at least twice to make sure they get copied correctly at least once, and I copy and submit dozens of RGs that I copied by listening.
If I'm sending my RG, I either called CQ, or answered a CQ. The rest I earned by eavesdropping.
