The Apple Preset problems began in Ventura OS so you definitely want something before that.
So for Apple Chip computers I'd go to Monterey OS 12.7.6 -- that's what I use on a Studio M1 (2022) machine.
For Intel machines you probably can go there too.
But Mojave OS 10.14.6 is what I stopped at for Intel - MacBook Pro (2019).
You still get to run 32-bit programs which may be useful.
Print-Tool and QTR should run fine on any of these.
