I had indeed only replaced three of the four, because only L2 and L3 seemed significantly off. As I'm closer to a good number now, and I see that L1 needs two more turns, I'll replace the fourth (C28)

Just the four LPF caps. No others have ever caused a low output power problem. If you really did replace only three and it wasn't a typo... Of course then replace the fourth. Apart from that it is not

You are also getting the USB serial port as well, right? Can you use something like PUTTY to talk to the CAT control and monitor software? Look in the Windows device manager to see if a COM port shows
