The biggest issue you are facing is that with a kit almost anything could be wrong. Excessive gain suggests the wrong resistors were put in the feedback loop on an OPAmp, so grab a magnifying glass,

OK so it would appear R100 (130k ohm) was OC. Have briged pin 15 to Q100 with a 150kOhm (it's all I had) and back light is shining bright. Proper 5v on pin15 and 0v on pin 16. All the? way its mean
