I have found it helpful to solder fine wires, color-coded, to the various nodes and bring them out where they are easy to access.? Makes voltage readings easy and less chance of an "oops!" slip

On the bottom status/control bar of fldigi near the right corner is the TX level attenuator - it is by default set to some non-zero value.? You want to set it to zero for full volume from fldigi.
